Abstract
This Paper analyses the process of making of the
Constitution of Pakistan 1973. The two years of the
working of the Assembly as Constituent Assembly
have been discussed to examine the sovereignty of
the Assembly. The sovereignty of any institution is
mentioned as the power of that institution in
making its decisions without any influence outside
the institution. On the contrary, through the power
of sovereignty the institution starts influencing
other institutions of the state. The Assembly in its
starting period from 1971 to 1973 remained much
active as well as the most significant institution of
the state of Pakistan that had just recovered from
the shock of defeat in 1971.
