Since 1999 the Malaysian education ministry had introduced
the Smart School Policy (SSP) as the government’s aspiration for
technology utilization in the teaching-learning processes. The purpose
of the policy was to create a vibrant learning environment in order for
accelerating developmental process of the nation. Moreover, the main
idea for the establishment of the SSP was to ensure that the education
system is set up for the citizens in the future as knowledge workers in
order to be prepared to accomplish the country’s vision of becoming a
developed country by the year 2020. In this regards, the introduction of
the SSP can be considered as an effective policy for implementing
technology-based change in the Malaysian education system. The main
purpose of this paper is to analyze the developmental process of the
smart school policy cycle including formulation, implementation,
monitoring and evaluation. Through this qualitative analysis, this paper
also aims to evaluate the achievement status of the SSP in the
Malaysian education system to create technology- oriented learning
environment. The findings of this study showed that the major
alteration from formulating the policy was for the teachers and students
in terms of technology awareness, literacy and skill. It also exposed that
knowledge on policy cycle and education policies are among the main
principles which should be considered by the government’s agencies
and private organizations for the effective implementation of the SSP.
However, considering the developmental process of the smart school
policy cycle along with analyzing of the each phase, is an essential task
for the governance and management of the Malaysian education system
to help them in planning for the continued improvement of the policy’s
outcomes.
