It is accepted that the religion of Islam has a
distinction position its broad flexible nature and
capacity of application in every age. No doubt the
commandments of Islam are unchangeable but they
have a status to provide a base for solving the new
emerging issue. Urf has been effective in rulings.
Urf is considered decisive in many situations. The
famous jurists Ibne Abidin and Qirafi have some
different views about the effectiveness of Urf. So
their views have been analyzed in this article.
