Abstract
A historical evaluation of the evolution of the system of local government ffl Pakistan with special focus on the Village Aid Programme and the rural development in Pakistan is the main pursuit of the present article. After taking an exploratory review of the institutions of local government, it examines the scheme, nature and performance of the village Aid Programme wilh the premise that some inbuilt lacunas in the origiñal scheme and some deficiencies. in its implementation, lack of proper capacity building and ultimately shortage of funds did not let the scheme to hatch ils due output in the process of rural development
