تلخیص
Islam is a religion of disposition that is why we call Islam “a complete code of life”. Nature wants there must be universal truth that can fulfill the individual and collective needs of humans with the best possible ways. Whereas Islam calculates the code of life for a human there also Islam doesn’t let humanity to strive and thrive in complete wilderness. Islam draws those particular political principals for rulers and subjects that are described as Khilafat. Islam also configures and formulates a comprehensive system of rights and obligations for ruler and his subjects. Khilafat is opposite of Western democracy where majority is authority whereas any legislation can be done by just adopting this rule but in Khilafat neither any law nor bill can be passed or even discussed which clearly against Quran and Sunnah, because according to Islamic belief, ultimate sovereignty only belongs to Allah the Almighty whereas a ruler is a vicegerents of Allah on earth and is responsible to make appropriate laws and provide all the needed administration and make arrangements for the people and he is also directly answerable to the subjects. In Islamic History we can see this example during the period of Khilafat-e-Rashida, and these are the two basic foundations of our ideology of Khilafat where upon this can be built in the modern world.
