Abstract
Khizr Hayat Tiwana remained premier of Punjab from 1942 to March 1947. This period is very crucial in history of Punjab. The ruling forces of Punjab that was premier Khizar Hayat Tiwana, governor Sir Bertrand James Glancy (Governor Punjab) (April-1941 - April 1946) and later E.M. Jenkins (1946-1947)1 wanted Punjab to be aloof from the general politics going on in India then. The general atmosphere in India was that people whether Hindus, Muslims, Sikhs and other minorities wanted independence from British. The Muslims were carrying the double harness; they wanted freedom from British as well independence from Hindu dominance. They desired for a homeland where they were in majority. Khizr was not in mood to feel the pulse of time. He visited Britain, there he was told by the then conservative government led by Churchill that they will never leave India. In the end of 1945 Clement Richard Attlee (1945-1951) leader of the Labour Party took over rule in England and he announced transfer of power in India in the near future. Attlee's announcement made Khizr realize that things are on march for change. He thought it would be better that he should not stand in the way of Muslims. His relative Firoz Khan Noon earlier asked him not to stand in the way of Muslims and Pakistan. He resigned on 2nd March 1947. It was late, but atleast he made a right decision not to hamper the ride of Muslims to achieve their home-land.
