The survival of any religion, ideology and society depend on the existence of a state. The survival of these superstructures need the protection of their collective values, peace
and security and law and order which can’t be ensured without a state. It testifies that a
state has been the basic need since the inception of humanity. Out of the three basic pillars
of a state, its success mainly depends on the pillar of a strong and reliable administration
or executive. A state can neither develop and nor can it sustain its existence in case of a
weak administrative set up. It is for this reason that prophet Muhammad (SWA) focused
entirely on the administration of the affairs after establishing the state at Madina. He tried
to solidify and strengthen the institutions of state like mosques, forces, education system, judicial system, social reformation or financial system of the state. He focused on all of the
institutions and established a strong administrative setup. Due to these reformations the
state of Madina was considered as one of the successful states of the world just in ten
years duration of Muhammad (SAW). The success of these institutions were mainly
dependently on the administrative setup which was trained in the company of Muhammad
(SAW).The concept of institutions existed before the era of prophet Muhammad (SAW) in
the Arab society. There were strong institutional structures in the Arab society with a
difference in their concepts and roles in the different tribes. Due to Baithullah in Mecca, it
had a central place in the area and as such it had a large number of institutions with a
comparative stronger structure. The study in hand analyzes the concept and role of
institutions in Macca before prophet Muhammad (SAW) which includes the following
aspects;
The study has carried out the denotative and connotative explanations of institutions
and afterwards an analytical study of the institutional structure of Macca has been offered. The six pillars of the administrative institutional setup and its sub-institutions are given as
follows;
Idarathul Madina: It was an institution of settlement or rehabilitation of Quraish. Idarathul Dinnia: This institution has seven sub-institutions. 1)Alrifad (2) Sudana
(3)Amara (4)Alifaza (5) Alayar (6)Soofa (7)Alnase
Idarathul Mallia: The three sub-institutions of this institution are. (1)Alelaf
(2)Alhumus (3)Alzraeb
Idarathul Aaskariya: This institution has three sub-institutions which include. (1)Difa
(2)Alquba wa alaena (3)Idaratul mareka
Idarthaul Diplomasia: The two sub-institution of this institution are. (1)Alsafara (2)
Albareed
Idarathul Qaza:
